Keprisatu.com – Terkait UU politik, Senin (27/4) Komisi II DPR mulai
menjalankan tugasnya dengan membahas revisi Undang-Undang Pemilihan
Umum (UU Pemilu). pembahasan ini termasuk dalam program legislasi
nasional (prolegnas) prioritas dengan target selesai di akhir 2020.
Revisi UU Pemilu akan mengelaborasi tujuh UU sekaligus. Meliputi UU
Pemilu, UU Pilkada, UU Partai Politik, UU Pemerintah Daerah, UU Desa,
UU MD2, serta UU Keuangan Pusat dan Daerah.
Ketua Komisi II DPR Ahmad Doli Kurnia Tandjung menyatakan, revisi UU
Pemilu menjadi pintu masuk untuk membenahi pembangunan sistem politik.
Yaitu meningkatkan sistem demokrasi prosedural ke arah demokrasi yang
substansial. ”Entry point-nya adalah revisi UU Pemilu,” kata Ahmad Doli
Kurnia kemarin (27/4).
Rapat internal komisi II kemarin membahas draf RUU Pemilu. Draf
tersebut disusun tim Badan Keahlian DPR (BKD) dan tim ahli komisi II.
Rapat itu mendengarkan paparan awal terkait draf yang telah selesai
disusun.
Draf RUU Pemilu membagi pemilihan menjadi pemilu nasional dan pemilu
daerah. Untuk pemilu nasional, yang digabung adalah pemilihan
presiden-calon wakil presiden (pilpres), anggota DPR, dan anggota DPD.
Sedangkan pemilu daerah atau pemilu lokal meliputi pemilihan kepala
daerah, DPRD provinsi, dan DPRD kabupaten/kota. ”Nanti akan diatur
penjadwalan serentak berikut anggaran pembiayaannya,” jelas Doli.
Dalam draf terungkap, presidential threshold mencapai 20 persen kursi
DPR atau 25 persen akumulasi suara nasional. Jumlah tersebut tidak
berubah dibanding Pemilu 2019. Sedangkan ambang batas parlemen atau
parliamentary threshold naik dari 4 persen menjadi 5 hingga 7 persen di
Pemilu 2024.
Menurut Doli, sejumlah parpol koalisi pemerintah sepakat dengan usul
itu. Di antaranya PDIP, Golkar, dan Nasdem. ”Kami setuju dengan draf
itu,” ujarnya.
Menurut Doli, menaikkan ambang batas parlemen bisa menjadikan demokrasi
terkonsolidasi. Efeknya tentu akan ada pengurangan jumlah parpol.
Sebab, ada sebagian parpol yang tidak mencapai parliamentary threshold.
Bukan hanya itu, draf revisi RUU Pemilu juga akan mengubah jumlah kursi
per dapil. Dalam Pemilu 2019 jumlah dapil mencapai 80 dapil dengan
komposisi 3 hingga 10 kursi DPR. Nah, dalam draf dirancang ada
penyusutan kursi menjadi 3 sampai 8 kursi. Tapi secara otomatis
berpengaruh pada penambahan jumlah dapil. ”Penambahannya berapa ini
masih dikaji secara proporsional. Belum ada jumlah pasti,” ucap
politikus Partai Golkar tersebut.
Tidak semua fraksi setuju dengan draf itu. Fraksi PKS, misalnya,
menentang kenaikan parliamentary threshold dan presidential threshold.
Anggota Fraksi PKS Mardani Ali Sera mengatakan, kenaikan ambang batas
parlemen bisa menghilangkan aspirasi masyarakat. ”Pemilih kan punya
banyak preferensi politik. Ini bisa kemajemukan.”
Pihaknya mengaku lebih setuju dengan sistem proporsional. Misalnya 5
persen di pemilu pusat, 4 persen DPRD provinsi, dan 3 persen DPRD
kabupaten/kota. Untuk presidential threshold, PKS menawarkan 10 persen.
Alasannya agar capres-cawapres bisa lebih dari dua pasangan. ”Kita
tidak ingin terpolarisasi seperti Pilpres 2019. Masyarakat jadi
terbelah,” imbuh Mardani. (*)
